As Cell C enters its next horizon following its successful listing, our strategy evolves with a clear focus on growth, discipline and long-term value creation. The foundations established during the turnaround period provide the platform from which the business can now build with confidence.
Our strategy (2023 to 2026)
In July 2023, following the appointment of a new leadership team, Cell C embarked on a strategy to stabilise and simplify the business, executed through five strategic pillars that addressed its most urgent structural challenges: network credibility, base monetisation, partner-led growth, customer experience and brand relevance. The objective was to shift Cell C from a business focused on survival to one capable of delivering sustainable growth and profitability.

Pillar 1: Address network quality and perception
Rebuild confidence in our network quality after our network transition was completed in June 2023.
Pillar 2: Reinforce value perception to drive growth
Reinforce our value-for-money positioning, reignite subscriber growth, and translate a stabilised customer base into profitable revenue.
Pillar 3: Leverage partnerships to boost revenue
Use our agility and asset-light model to extend the value proposition beyond traditional mobile connectivity through smart, flexible partnerships and embed partnerships in the business's DNA.
Pillar 4: Delight with best-in-class experiences
Create a digitally rich, insights-led customer experience that delights customers, eradicates friction from onboarding through to retention, and shifts toward a digital-first service model.
Pillar 5: Drive an infectious brand connection
Shift Cell C's narrative from distress to growth, rebuild brand trust and relevance and embed a high-performance culture.
Network quality represented one of Cell C's most significant challenges in 2023 and was a material constraint on customer acquisition, retention and growth. Restoring network credibility, therefore, became a strategic priority. Through the accelerated implementation of our MOCN model and strategic infrastructure-sharing arrangements, we fundamentally reimagined our approach to connectivity, improving both quality and scale, while securing access to approximately 29 000 sites nationwide and achieving over 96% population coverage.
This enabled the business to improve network performance, stabilise customer experience and build confidence in the Cell C network without significant infrastructure investment. Key technology enablers were introduced in parallel, including VoLTE provisioning and 5G readiness, ensuring the network platform remained fit for future growth.
A CEM platform was also deployed to provide insights into customer experience across host networks and support performance management. Independent industry assessments consistently validated the progress made, reflecting a sustained improvement in network quality and reliability.
Key achievements:
- In August 2023, Cell C jointly won Opensignal awards for the first time, sharing first place for live video, games and voice app experiences.
- In August 2024, Opensignal named Cell C the #1 for video experience and joint #1 for upload speed experience.
- In February 2025, Opensignal's Global Mobile Network Experience Awards recognised Cell C as a Global Rising Star in both video experience (+20.5% year-on-year improvement) and upload speed experience (+70.8% year-on-year improvement).
- In September 2025, Cell C was independently recognised as joint #1 for network reliability (a first in Cell C's history), joint #1 for video experience and joint #1 for voice app experience.
- The network achieved Africa’s first cloud-native VoLTE call via AWS in November 2024 and, by year-end 2026, delivered approximately 99% average availability with VoLTE provisioned and 5G readiness in place.
- Cell C recorded 47% year-on-year growth in data traffic in 2026, confirming that customers are actively using and trusting the network.
